I based her dress on Victorian ones. The light blue color and those "hangings" accesories may be a bit... confusing, but does everything have to be brown or beige and have gears sticked everywhere?
Okay, maybe this outfit is less purely steampunk and more "just victorian", I don't know.

The problem I have with this piece is similar to one (of several) I have with the battle scene you just put out. When you put things far away, it's hard to make them out without zooming in.
